Is there anyway to set a server up on a local network to be public but still be able to connect to it locally with the computers on the network? atom0s suggestion fixed my problem. Windows server 2012 was using the port apparently.

Qufim Field Manuals were in the game but have recently disappeared, and I have yet to see any Field Manuals in the Elshimo areas. Still a complete amateur with all this stuff, but if anyone could help with this it would be awesome.
