I installed XI from Steam and I'm currently running the server with no problem. There wasn't a thing I had to do different other than the location of the PlayOnline\ directory for "Configuring Your Client". It is actually this directory: C:\Program Files (x86)\Steam\steamapps\common\ffxi\... Ciddire...

I had the same issue. The "Building the Server" guide only lists 3 of the ports you need to forward. The "Troubleshooting Guide" bluekirby linked lists 2 other ports that solved the "Search Failed." for me.
