Deprecated Darkstar fourms

I came across this ffxi Pvt Server and followed the instructions listed on this page http://hokutens.com/category/info/setup/ I am not sure why I come to the windower load page and it says it's not connecting and shuts down. Is the server shut down or a new IP address than listed? any help or point ...
