Aggro

So after goofing around on my server, I'm guessing the default for Goblins,etc., is to not aggro? How can I adjust that? I ask only because I went into Promy Dem, and got aggro from a "Wanderer". So my question is, if that thing can aggro me, is it possible to set aggro for other monsters? Or is my server just borked?
