Hmmm. Sorry to sound Nooby, but how do I go about checking the zoneip? As far as I know it looks fine.

There are a number of methods provided in the setup guide...I usually go with the formula to be safe. Someone has also posted a program in Custom Applications and Tools that can calculate it for you, generate the query, and even execute it for you if you want.

Well, you more or less have me stumped. Just to make sure, you did go through the troubleshooting guide right? Check ports on your router and firewall and all that jazz. I can't even force my way in with a hairpinning hack so its not just your zoneip. Something else is blocking the port for the game server.

Still pretty new to this as well, so I wont be able to offer any advice not already here.
However, like others said, it really sounds like a zoneip problem (I had the same issue at first). I know you said you already updated it, but perhaps you made a typo while calculating it. Anyway, I calculated it based on the IP you posted (108.60.219.3) and got 64699500. So make sure that matches whatever you set it to. If it doesn't:

Hey there. I used the tool which was provided in the WIKI guide to convert the ip. Which is weird because it came back as "1815927555"
But I tried the one you gave me, regardless it still won't let me connect

Hmmm, Ok this is really weird. I can connect if I chose to to start in Bastok or Windy, but not sandy....All the IP's are still the same though!?

When using that tool you have to put in your IP in reverse. If you put it in forward, you get the value you just mentioned.
I occasionally have a problem on my server where I get a 3001 error, but if I just keep trying to log in it's always been successfull by the 4th try. Maybe you just hit that problem and trying again with a new char (your 2nd try) was then successfull?
Edit: and yes, all zoneip should be the same value.
