Controlling account creation

Is there a way to control who can login to your server and create accounts?
I searched through the config files and forums and I wasn't able to find anything. I hope it's not something obvious that I just missed.

you have to edit the source for the lobby server and take out the code that handles creating accounts. There is no 'nice' way to do it yet
