...enable the option to have all subjobs available? I assume this since from what I've read a lot of Seekers content hasn't been touched so I suspect a lot of the Seeker's specific advanced jobs aren't accessible through quests or don't work fully?

Also, is there any way to pinpoint specific advanced jobs and make them available by default or is it just the one toggle?

There's a lua function, called by the GM command you mention. Open up its script and look what it does. Every job has a number. You could toss a moogle in some zone who's purpose in life is to enable a single job by placing that command in his on trigger - or on trade, requiring some item or other....However since those jobs have no abilities working yet he'd be a really sad moogle untll we got some pull requests over on GitHub.
