I am unsure why it's not working for you. I am able to log into the server from a computer outside the network without any issues. I am also able to register an account on the forum. The server, however, is very low population with probably 20-30 hours of total game play per week. So unless you plan ahead to play with others, you may not see people on very often.

If I remember correctly, a 3322 error means that the client is not setup correctly. I believe you need to copy the data folder from the PlayOnline folder to the Final Fantasy XI folder. If not that, I'm fairly sure it's client side.
