3001 error issue

I have created a new server recently. I personally have no issue logging into my server but others have an issue. They can create a character but get stuck at the data downloading with black screen then times out and they get a 3001 error.

Here is a list of what I have done:

I have had them crash it and wait for 60 seconds. No joy.

Got my external ip from ipchicken.com
My zone ip is set to external. ALL 293 rows have been updated in zone settings.

These ports are set on my router firewall

TCP Ports:
54230
54231
54001
54002

UDP Port:
54230

Verified ports are open using port checker.

Have had game servers run as Admin and non admin.

Disabled the windows firewall.

Am I missing anything?

Look at the last few lines in the lobby server log... right when they leave the lobby it shows what up and port it is sending them to. You should see your external IP there. Do you?
