Well. You're not alone. I'm having the same problem. Although I'm not sure if I identify it as a problem, i just find it odd lol.

Dude, definitely a problem for the people who enjoy playing with sound enabled. I'm just glad to know that it's not just me.

Well, it suddenly isn't an issue for me anymore. I was just playing and before I realized it I could hear foot steps. I'm not sure what fixed it or where.

This is a local issue with the users PC. I can tell you with absolute certainty since the user posted this issue on our forums that he is having the problem on our server I have tested and hear sound effects of running on all 4 of my Pc's that have the game installed.
As I replied to the user on our forums I will reply again here, update your drivers to the latest version this is most likely your issue.

Sorry to say that I used the latest drivers with both of my sound cards. It's not a driver issue when ever other sound plays normally BUT my own footsteps. I don't exactly have money to buy another sound card, either. Like I said I can hear my footsteps on RETAIL, LIVE, PRODUCTION servers and on the private server called "DaFunk" which has a public server post in these boards. I'm not about to play on that server as it's empty all the time. I'm just going to state that if I can hear everything normally on the SE ran servers then it must be a server issue. I'm not gonna back down from this statement.
@legionffxi do you have footstep sounds in the starting areas? I've tried elvaan and hume both in bastok and nothing there

@run_away I'm not a fan of windower so looks like your server is one option that I won't try, sorry. I'm sticking with servers I can use Ashita on.

What other sounds are happening at the same time? Whats the sound limit setting in your ffxi config? Turn your music volume all the way down and the sfx volume all the way up (min and max them) what sounds are still heard at all?
The reason people find it so unlikely this is a server bug is there are very fews things we could even theoretically do to effect the client side sound at all. In fact 90% sure we ruled them all out in the 5 min talking to you in game.
It does not at all make any sense that 1 private server would have that sound effect for you and not any others, because NOBODY has done anything at all on any private server's core code that can have any effect on this what so ever - every private server would be the same there. And realistically, if this is a bug this is unlikely to ever get fixed unless someone can say what conditions will ensure it can happen on purpose, because you are probably the only one to even care about that sound effect bud.
I suspect that when certain other sounds are playing, they get priority and your own footsteps cannot be heard and that is why you can hear them on that one server that is "empty all the time". As for hearing it fine on retail - we may have an undiscovered difference from retail, but we've no way to find out what exactly it is if so.

That's the thing though, if it is my client how am I supposed to diagnose the cause? My audio settings are fine.

But now that nobody plays there it's a ghost town. Nobody wants to play a MMORPG all alone in a server.

It is not your client it is an OS or driver issue, very unlikely a hardware issue since you told me on legion you had 3 sound cards.
If you dont have the issue on Dafunk but you do on other servers I find it very fishy because the owner of DaFunk (Boom) has his speed set to damn near 200 in his server settings. As a former player from that server I know this as he used to have access to a private server for testing in my server location and I have seen his config files.
As I have stated before Legion has our speed set at 58 on the server side well below the 200+ DaFunk has. So that eliminates Whasf theory of speed being set to high in on the server.
You are left with one choice try reloading your OS and all the latest drivers you probably have a driver or OS corruption somewhere you are not seeing.

Are you only testing the starting cities? My advice would be to just play the game normally to level 20 on your first job and see if the problem goes away like it did for me. Because at first I had no footstep sounds. Now I do, even in the starting cities.
EDIT: Or maybe you can try visiting the zones I've been to. I'm no expert on FFXI's coding but I think the server does a quick file check when you zone areas before loading them in. Perhaps it detected I was missing something and fixed it for me. I've been to Bastok, N/S Gustaberg, Konschtat, La Theine, Gusgen Mines, Valkrum Dunes, Selbina... by this point I realized I could hear my footsteps.
