I rebuild the DB several times and the build in VS2017, but still having the problem...

I'm using windows10, mysql 8.0 and for login using windower with xiloader and my server is local...

also i can't create account...

I am guessing your Windows language is not set to English (Since your dates in the log files has : as delimiters). You need to change the character set for the database tables to "utf8_general_ci"

Is not exactly from the logs thats are the output from the active promts when i run the exe file and all the tables are utf8_general_ci.
I do not know what else do...I gonna try to re-compile the exe using C++ 2015 because the VS2017 run un C++2017 updating the 2015 to 2017. I not know if that matter..

this is all the redistributable i have install, but 2015 is missing because update to 2017. so I don't know if that matter when i do the build.

What happens if you use HeidiSQL (or whatever is your favorite SQL client) to try one of the queries?

What does your guild_item_points table look like? Can you browse it and see data? Maybe re-run the .sql file
