blue spells not working

I updated my local server and rebuilt it last night and it seems like the blue spells are not able to be cast. We get "{user} cannot cast {spell}" message when the spell has been equipped.

I'm sorry, We are currently on r3900, we were on r3880 before this issue began happening for us.

i'll see what i can find out when i get home tonight, another server was reporting a similar situation

This is because of the magic refactor. I'll look into it. r3987 should fix this issue.
