Walk out of Upper Jeuno into Batallia Downs and out through the gate in the wall. Turn left and examine the ??? at (K-8) once for a cutscene and then a second time for a KeyItemDelkfutt Recognition Device. after receiving the cs and touching the ??? for the second time the pol crashes you still get the keyitem though after you log back on even though you don't see the text message saying that you obtain the keyitem.
