Global Level Cap Restriction Disable

Is there a setting that would remove level cap restrictions from all quests that have them? Quests like trial size trial by lightning where a player is reduced down to level 25 for the fight? Or the rank quest 2-3 where the player is dropped to level 20 or 25 temporarily for the fight, then back up to normal levels after the fight.

I found 'enable cop zone cap' and disabled it already, does that apply to what I am after? Am still pretty new to game and don't understand the terminology.
