Haste Caps + Conversaion

Submitting this that hopefully someone more experienced with the core can give it a quick once over. I'm pretty sure it's sound, and it compiles and didn't have any issues in testing once I ironed out the bugs. Mostly just want to be sure nothing's terribly wrong before it's committed.

Separates the values for haste into Magic, Ability, and Gear, and caps them accordingly. Also institutes a global delay reduction cap of 80% which SE added in 2008. Not sure if that belonged in or not.

Edit:
v1.1 - item_mods now gives equipment gear haste, instead of magic haste. Fixed the values on the first pass, but not the type. No other changes.
v1.2 - Resolves conflicts with r2592

Leaving both up, so people can test either one.
