Breaking my "Nightmare" patch into very small patches

I'm going to try to break this monster down, it'll take awhile. Expect very small patches than can be tested more easily I think.

Nothing new will be in these patches that is not in my Nightmare patch on the other thread already.

1. Damage multiplier for relic weapons only. All weapons 75 - 99-2.
