Merits

Are merits supposed to be fixed now? I see server is on revision a91653f. Client 30150730_1.
I am still seeing issues with at least "Attributes", "Combat Skills", "Other", and "Monk" on one character (all "off by one" issues).
I was not sure if this is a codebase thing or a server thing, so posting here first.

I ran the conversion tool, maybe it didn't convert correctly
