Blue Spell Sql

Added as many Mob skill IDs as i could, so when blue's attack monster that use blue spell skills now have the chance to learn it.
Updated.
Added the following to sql for blues to have the chance to learn the following spells...
awful eye
plasma charge - (commented out as its based on gedads mob skill sql)
temporal shift
sandspray - (commented out as there is no animation id yet)
frypan
amplification
cannonball
mind blast
exuviation
corrosive ooze
asuran claws
sub-zero smash
demoralizing roar
cimicine discharge
thermal pulse
