how to send a worldwide msg to the players on the server??

is there a way for the server host to send a worldwide msg (shout) to the players on the server while im not in the game myself??

dont know if there is a program for or if theres a way build in with the server.

i can go in the server on my on network but wanna worn people when i need to reboot for changes.
there are gm that do it now for me but want to do it myself cause thats is easyer.

so hope that is a way.

no, you have to be in the game to send the message.. there is no way to do it from the console
