Question about magic

I'm just wondering how do you make it so you can use any spell you want? For example I want to be able to cast Jubaku san, I tried editing the job requirements in the data table but it didn't do anything and the spell is still greyed out. I was able to use some other spells like Utsu San and Hojo San by editing the tables so how do I do it for Jubaku San and other spells that are like this and wont let me cast by editing the job requirements?

The client enforces some stuff, so no matter what you change on the server you can't select it on the client. I think magic is one of those things

You may still be able to use them via a macro even if you cannot select them from the menus. Macros bypass *some* of the client limitations.
