Is there any way to change your total blue points to set the spells? I tried using the mod ID for both items and food and it doesnt seem to increase it, but it increases normally as you level so is there any way to edit this at all or is this just another client thing?

it's a client thing, unfortunately

you can equip extra spells if you bypass the spell setting UI (aka making your own packets and sending them to the server with a mod ID to increase it) but other than that there's no way around it
