On the dark star classic server there are a couple dozen people who play if i had to guess.
Idk about the official dark star test server.

The test server varies month to month. Right now I just see a handful (under 10) playing on the test server at any given time. Couple months ago it was 100 on at any given time.

We had a big influx of people from when someone posted about it on 4chan. They came on thinking it was a play server rather than a test server, got bored after finding what didn't work (and reaching the "end" of what we did have working) and then moved on to WoW.

So what exactly is the difference between the classic server and the test server? Everything seems rather normal on the test server to me, aside from increased movement speed, the AH and FoV exp boost.

Ah, it seemed like based off of what you said there were more differences, I suppose I just read it strangely then.
