Can someone explain to me how to run my server from another pc? I want to be able to give my other pc access to my server so i can run it from there as well.

As long as you have an SQL account with remote login, read, and write permissions, you just change the conf files to point at the old PC's SQL database. May need to open firewall ports, etc.

Would this let me access my server from both computers?

Define "access" here. If you mean you want to be able to log into the server with a client from multiple PCs, that is what this is designed for. Just set it up on an interface that both PCs have access to and that's it.
