Conquest Overseer's

I was in Bastok Metalworks today and the Windurst conquest overseer and he would not give me signet.

He just did his greeting and nothing else. There should be some options after you talk to Lexun-Marixun, W.W.

Has anybody else experienced the same thing with other foreign conquest overseers?
