OK, trying to create a player on the server and I'm getting FFXI-3322, which I assume means the name is taken? And how is it taken if I have the only account atm? And BTW other than the FFXI-3322 code the rest of the message is in japanese, should it be?

Can be a too short or a "restricted" word in the name. Can also trigger from a not properly set up client.

(Clients name check can be bypassed by using an autogen name and then editing the database after char creation, which also lets you use totally invalid names that break things like /tell commands).

one final question, to allow people outside my local network to connect, which IP would I use, the ip of the PC FFXI is hosted on or the IP that comes up on whatismyip? And Thank You everyone that helped

Needing help again, this time my issue is that no one outside my network can connect to the server

Be sure you forwarded the proper ports to the correct machine on the network within your router configurations. Also be sure to unlock the DSP servers from any firewall(s) running on the system that has the server on it.
And lastly double check the zone ip is correct for your external IP.

not really sure if the ports are forwarded right, netgear don't give clear instruction and same with firewalls on netgear
