Aftermath and WeaponSkills

Added Aftermath effect and added this effect to all level 75 relic weapon Skills.
Added Aftermath lv1 2 & 3 effects and added this effect to all level 75 mythic weapon Skills.
Added some uncoded Weapon Skills.

I could be wrong but wasn't this added once before -- I thought I saw this somewhere already in the past updates.. (could be mistaken) god knows there
are soooo many different parts being worked on.

Aftermath effects are empty on dsp server n the ws's are missing all the effects so if it was it was removed.

wow that looks exactly like what I had posted except you tweaked the aftermath amounts a little more dependent on tp

sorry mike i didn't know you had done these back in July, i just presumed that they hadn't been done as there was nothing in the game server folder :/
