At the moment the only two people working (actively) on the core is kjLotus and myself. Him and I discussed this change on IRC like he said, and was talked about a little bit for the last ~two weeks or so.
Given that kj and I are the main two core developers, him and I both agreed it was worth the upgrade.

As Imaulle stated, VS2013 does not require Windows 8. You can run it on Windows 7.

There are other developers still too but they are focused on different parts of the project.
Right now the split up is sort of like this:
Core / Scripts / SQL
- kjLotus
- atom0s
Scripts / SQL
- demolish
- Apocalypse612
- gedads
whasf tosses in a random commit here and there to pretty much anything. Along with link and lautan randomly popping in from time to time to do the same.
We also have a few people from a few servers that submit their contributions and such to the project that we check-in for them.
Overall there is about ~10 people contributing to the project at the moment. We want more either way to help keep things rolling on a smooth pace. For a while the last few months we were down to nearly no one working on anything so we do have moments where the project does seem to hault.

Can anyone point me to the Windows 7 x64 download please? Because I downloaded one that even said Windows 7 and it STILL is saying "This version of Visual Studio requires a computer with a newer version of windows."

You must not have SP1 installed then. Go Start > Control Panel > Windows Update and update yo system, fool!
