not sure if it's implemented but limit point is cap at 10 even though its say 30 so im stuck at 10/30 with 9999/10000 exp

This is changed in the 'map_darkstar.conf' file.

Yes, it's set to 10 on old-school, go spend those points

Because the game was updated to support up to 30 merits, there is nothing we can do about the visual representation in the client when a server caps their merits at something below 30.
