3322 on character creation, still able to play existing

So I've been occasionally trying to make characters on a couple other servers to no avail. I've checked data folder and tried even cutting out Windower, opening directly through xiloader. Nothing seems to be working

However, I'm able to play just fine on characters already existing on the server I'm on most of the time.

Anyone have any ideas?
